Explaination of rules

Is there a chance that someone could explain this:

Links to competing MR2 forums and websites - Please do not use the public forums or private message system for linking to competing MR2 forums/websites. Approved forums/sites that may be posted on here are listed in MR2.com's Links Directory. If you don't see the link there, assume it is not approved or you may send a private message to the MR2Board account for clarification prior to posting. While private messages are not monitored here, the system is set to filter messages that violate this rule, and the PM may be forwarded to an assigned moderator for review.

I'm just curious. I always thought the MR2 community was an open, friendly, supportive place. This kinda contradicts that mindset.

The wording on that is incorrect. Instead of competing sites, it should be sites that do not allow links back in return.
