3S-GTE USDM Turbo Engine Vacuume pressure

What is normal vac. pressure for the 91 turbo at idle? mine sits about 21 to 22. Does that sound normal? It used to sit around 20. Could i have a vacumme leak? It seems to spool fine right to 11psi. Stock motor other then basic bolt ons. 3in dp back exhaust and intake filter with FCD.
